Application Process (Step by Step)

  1. Initial Application: From 1 September 2025, complete the online application via HKPFS Electronic System (HKPFSES) to obtain a reference number. Deadline: 1 December 2025.

  2. University Admission Application: Submit your full PhD admission application to the selected Hong Kong university/ies, quoting your HKPFS reference number. Deadline often falls on or right after 1 December 2025.

  3. Shortlisting and Nomination: University departments review applications and nominate candidates to RGC for final award selection. The selection panels review shortlisted candidates based on research quality, leadership, etc.

  4. Award Notification: Successful awardees generally are notified around May 2026. Registration at institution is usually from July–September 2026.

  5. Commencement of PhD Study: The fellowship begins with registration at the awarded university, typically in autumn 2026 for the 2026-27 cohort.
